The penalty distribution became more top-heavy despite a lower median

The median penalty fell to ₹2.1 lakh from ₹2.8 lakh in December 2024, while the maximum rose to ₹3.32 crore from ₹36.4 lakh. The top five penalties made up 85.1% of disclosed value, compared with 59.3% in December 2024.
